Create a new document, 1000x1000 pixels, no background.
Create a new layer. Using the eliptical marquee tool, make a perfect round selection and fill it with white. Position it like in my example:
With the selection still active, go to Select>Modify>Contract...
Make a new document, 1000x1000 pixels black background.
On a new layer, with the eliptical marquee tool, create a perfect circle (keep pressed the Shift key) and fill it with white.
Apply a 6 px stroke layer style (Layer -> Layer Style -> Stroke) of color #B59605 to the circle.
Open a photo at your choice.
Hit CTRL+SHIFT+U to desaturate the image or go to Image> Adjustments>Desaturate.
Now, hit Ctrl+L (Mac: Command+L) to adjust the levels; I used as input levels 116/0.10/194 as in the example.
Open your image (a portret image, because this tutorial is about softening skin of the model).
Duplicate layer. Your layer palette should look like this:
Now go to Filters>Others >Maximum. I put a 16 pixels value, but this is estimative. Your image should look like mine in the example:...
