Open a new window with size of 500x500 pixels, 300 resolution, RGB color.
Fill the background with black color. Go to Filter>Render>Lens Flare and click on the corner of your image and apply these settings:
Do the same thing for each other corner...
1. Create a new document 200 x 200 pixels
2. Fill the background black
3. Place 3 lens flares (Filter->Render->Lens Flare) Diagonally
4. Filter->Sketch->Chrome and use the settings Detail 10 Smoothness 5
And thats basically it, you can colourize it...

Open up a new document 400x150 with white bg, and draw diagonal lines like so: (they don't have to be perfect)
Filter > Stylize > Wind (from the left) and Ctrl+F
Duplicate the layer, Filter > Distort > Twirl (angle 248) and Ctrl+F then Filter > Stylize > Find Edges...
1. New document 400 x400
2. Set colours to default “D” and change to the gradient tool
3. Set the gradient tool to radial and the mode to difference
4. Drag a few gradient 5-6 till you get something like this...
