Today i will share with you a way to make a normal pic of city night to be a resplendent one.
I will use this stock:
1. Duplicate the base. We see the background is dark. Now we will do a step to create some light there. Choose Filter-Artistic-Plastic wrap:
Set this layer to Color Dodge 100%.
You should adjust parameter of Plastic wrap and Color Dodge to fit your pic.
2. Ctrl+Shift+Alt+E. Apply Motion Blur from Filter
3. Still on this layer, choose Sharpen-Smart sharpen:
Set this layer to Screen 100% Then eraser the top and bottom of pic and unneccessary parts we have :
4. Adjust color and brightness with a new curve layer
And final result:
