Here is a quick method to get an amazing "Glamour effect" on your photos.
Open a photo.
Duplicate the layer and go to "Filter - Blur - Gaussian blur" set a radius of 3px. Change the layer mode to Overlay.
Duplicate again layer 1 end move it at the top of all the layers.
Go to "Filter - Blur - Smart Blur" and use this setting:
Change the layer mode to luminosity and you'll get this results:
