Step 1
Create a new document (Ctrl+N) with 700x1000 of size.

Set background color black #000000 then select Rectangle Tool from tool panel and create a rectangle with white color #ffffff.

Set Fill (0%) of this rectangle layer.

Go to the Blending Options and applying Stroke on this rectangle layer.
Go to Layer > Layer Styles > Stroke.

After applying stroke we get nice result.

Now I am going to add the Chinese Cute Girl picture in Photoshop.
Add Girl Image
Create a new layer (Shift+Ctrl+N) select (20px) any soft round brush and paint girl face area with this color #8788c3.

Set Blend Mode to (Color) and Opacity (70%) of this brush layer.

After set blend mode and opacity we get nice effect on brush layer.

Create a new layer (Shift+Ctrl+N) select soft round brush and paint girl body area with this color #f02c34.

Set Blend Mode to (Hue) of this brush layer.

After set blend mode we get a new effect as like in picture below.

Create another new layer select soft round brush and paint girl legs area with this color #db9820.

Set Blend Mode to (Hard Mix) and Fill (30%) of this brush layer.

Go to Layer > New Adjustment Layer > Hue Saturation.

Now I am going to set Curves, Go to Layer > New Adjustment Layer > Curves.

Create a new layer (Shift+Ctrl+N) top of all layers fill it with black color #000000, set opacity (60%) of this layer.

Select Eraser Tool from tool panel and erase girl area of this new black color layer.

Create a new layer select 10px soft round brush and paint around the girl with white color #ffffff as like in preview.

Select 250px brush create a new layer paint girl area with this color #e30489.

Set Opacity (10%) of this brush layer.

After down opacity we get nice result as like in picture below.

In this step I am going to paint with Spark and Star Brush.
Create a new layer (Shift+Ctrl+N) select spark and star brush and paint with different sizes as with white color #ffffff as like in preview.

After paint with star brush, now applying Gaussian Blur on this star layer.
Go to Filter > Blur > Gaussian Blur.

Go to Layer > New Adjustment Layer > Curves.

After set curves we get nice effect as like in picture below.

Create a new layer (Shift+Ctrl+N) select 15px star brush and paint around the girl with white color #ffffff as like in preview.

Set Opacity (60%) of this star brush layer.

After set opacity we get this new result.
