Step 1. Open our photo.
Step 2. Make copy of "background" layer by pressing Ctrl + J. Name new layer "temple_copy".
Step 3. We now have to make a brush from the clouds in this photo. So I'll now go very quickly with this procedure.
Click on "temple_copy" layer, pick Lasso tool (L on keyboard) and make selection around one of the clouds.
I'll use the right one. After you selected it press Ctrl + C to copy this selection. Now make new document by pressing Ctrl + N and copy selection to new project by pressing Ctrl + V.
With Magic wand tool (W) select blue sky and delete it. Manualy make small changes to the edge of the cloud so that blue color is gone. Ctrl + left click on the layer with the cloud to select it and go to the Edit - Define Brush Preset. Make new brush as you want, but remember how you named it. Close document and go to our original project.
Step 4. Make new layer, name it "haze", pick Brush tool (B), select brush that you just made, press D on keyboard to select default colors, lower opacity to around 50 and start painting over the top of temple and that trees in behind.
Step 5. Go to the Filter - Blur - Motion Blur. Select values as I did. Click ok.
Step 6. Once more go to the Filter - Blur - Gaussian Blur and select values as I did. Click ok.
Step 7. Pick Eraser tool (E) change opacity to around 80% and remove haze that is over the temple. Be very precise when going near the edge. In this case you can lower opacity more.
Step 8. Change opacity of "haze" layer to 70% (you can experiment with values).
