Add a glowing neon light under a vehicle.

1. Open the image for editing. |

2. Duplicate the current layer (Ctrl+J) and use the "Hue/Saturation" tool to apply the following properties:
Colorize: Checkmarked
Click OK. |

3. Add a layer mask (Layer> Add Layer Mask> Reveal All) to the current layer. |
 |
4. With the layer mask selected, use the eraser tool (E) to erase the areas around the neon light. |
 |
5. Apply a "Gaussian Blur" filter (Filter> Blur> Gaussian Blur) and select a "Radius" that will slightly blur the mask. |

6. Rollover the image in this step to see the original image before this technique was applied. |
