This is for Photoshop CS 2. I guess it works for at least PS 7.0
This is pretty much what u can do after u have finished this tutorial. I've found this pic on freefoto.com
Let's get started.
1. Open the Picture u want to edit. Name the layer "Background"
2. Go to: Filter > Artistic > Cutout, Use Smudge stick with the settings; Stroke Length: 1, Highlight Area: 5 and Intensity 8.
3. Press L or just press the lasso tool and select the whole sky including the clouds (You don't have to be extremely accurate). Press CTRL+ALT+D and set the feather to 5.
4. Keep the selection and go to: Filter > Blur > Smart blur. Use the settings; radius: 22 and Threshold 44.
5. Deselect (Press CTRL+D). Duplicate you "Background" Layer. Name the new layer "Overlay". Set its blending mode to overlay.
Voila... You are done. Good Job!
