1. Open an image.

2. Image > Adjustments > Desaturate

3. Make a duplicate of the desaturated layer. Keep the duplicate later selected.

4. Image > Adjustments > Invert

5. Change the layer mode to "Color Dodge"

6. Filter > Blur > Gaussian Blur (Radius 4.9)
